Escorts in Germany: the most liberal law in Europe, and what it does not guarantee you
Germany chose the opposite road. While France penalises the client and Spain regulates nothing at all, Germany recognised sex work as an occupation in 2002 and regulated it thoroughly in 2017 with the Prostitutes Protection Act: registration, an advisory interview, health counselling, tax liability. On paper it is the most far-reaching framework in Europe.
What that law does not do is the point where most men miscalculate: it regulates people and businesses. It does not regulate adverts. Between a registered woman in Hamburg and a gallery managed by a call centre in another country there is, online, precisely nothing. That is the gap in which practically every bad experience in Germany begins.
One country, very different cities
Federal law is one thing, municipal law another. Frankfurt has the licensed stretch in the Bahnhofsviertel, Hamburg the HerbertstraĂźe, Cologne its Pascha legacy, and Berlin manages practically without a general restricted zone. Munich prohibits almost everything inside the Mittlerer Ring. Anyone who treats one German city as the rule will be wrong in the next - and in restricted zones the fines for the client are real.
The second German peculiarity is the large clubs outside the cities, which exist in this form in no neighbouring country. They are legal, they are organised, and they are an entirely different event from an evening with an independent companion. Anyone looking for one and ending up in the other is rarely satisfied.
